TRANSCEND
Transformational and Robust AdaptatioN to water Scarcity and ClimatE chaNge under Deep uncertainty
Starting Point
TRANSCEND addresses one of the most pressing challenges of our time: water resources management under increasing scarcity and climate change. The project promotes Transformational Adaptation Policies that integrate innovative allocation systems and economic instruments capable of responding to deep uncertainty. Through collaborative knowledge networks, integrated modelling, and open-source monitoring tools, TRANSCEND co-designs and implements water resilience strategies across seven Living Labs in the Mediterranean region, fostering equitable and sustainable economic growth while building adaptive capacity to face cascading impacts and long-term environmental change.

THE
Project
Introduction
Worldwide, water resources management is increasingly challenged by water scarcity and climate change, which can trigger and aggravate other ecological and socioeconomic threats via feedback loops and cascading impacts across systems.
Objetive
The objective of TRANSCEND is to identify and catalyze the adoption of Transformational Adaptation Policies (TAP) to water scarcity, including innovative allocation systems and economic instruments, that are robust and adaptable to uncertainty and change, while simultaneously achieving equitable and sustainable economic growth and welfare.
Methodology
TRANSCEND builds an integrated ecosystem of innovation to co-design and implement Transformational Adaptation Pathways (TAP) for water-scarce regions.
The approach combines:
- Knowledge Networks – engaging stakeholders through structured stages of collaboration, awareness, and governance to co-create solutions.
- Actionable Modelling Suite – a modular, multi-model system linking climate, hydrology, agriculture, and economics to assess TAP performance under deep uncertainty.
- Monitoring and Accounting Toolbox – open-source, data-driven tools to track water use, policy outcomes, and socio-economic impacts over time.
These three pillars are applied and tested in seven Living Labs across the Mediterranean, where scientists and stakeholders jointly develop, evaluate, and implement robust adaptation strategies to enhance water resilience.
